Iran and the Soviet Union had strong political, military, and diplomatic ties in the 1940s. For example, in August 1941, Britain and the Soviet Union entered Iran. Then, in January 1942, Iran, the USSR, and Britain signed a treaty and opened Iranian territory for Allied transit to the Soviet Union. As a result, Soviet newsreel teams could film events in Iran. In addition, Soviet institutions could collect, copy, and preserve Iranian material. However, without the original reel or archive record, it is safer to say that Soviet archives hold the footage than to say Soviet cameramen filmed it.
November 1943, Tehran hosted the Tehran Conference, and Soviet officials played a major role there.
